President Yoon Releases Video Address Following Failed Martial Law Attempt and Subsequent Arrest

On January 15, President Yoon Suk Yeol released a video statement titled "A Message to the People," recorded before his arrest by the Corruption Investigation Office for High-ranking Officials (CIO).

In the video, President Yoon expressed his grave concerns about what he described as the collapse of the legal system. “Sadly, the rule of law in this country has been entirely dismantled. Warrants have been issued by agencies without investigative authority, and courts without proper jurisdiction have approved arrest and search warrants. It is deeply distressing to witness such illegal acts being enforced through invalid warrants,” he stated.

He continued, “Although I am personally facing significant disadvantages, I sincerely hope that no other citizen will ever have to endure such experiences in the future. Today, I have decided to comply with the CIO’s summons—not because I recognize the validity of this investigation but to prevent an unnecessary and tragic confrontation.”

President Yoon emphasized that his decision to appear was not an acknowledgment of the CIO’s investigation but a measure to avoid bloodshed. “As the President entrusted with upholding the Constitution and the legal system of South Korea, I must clarify that my cooperation with this illegal and void procedure does not signify acceptance. It is solely out of concern for public safety.”

He concluded by addressing the nation: “To the people of South Korea, especially the youth, who have shown renewed passion for democracy, I find hope in the future of this nation despite these dark times. Stay strong and take care of your health. Thank you.”

President Yoon was arrested on January 15 on charges of leading an insurrection and was subsequently transported to the CIO headquarters in Gwacheon. His motorcade arrived at the facility at 10:53 a.m., and he entered the building directly upon arrival.

The CIO plans to conduct an intensive interrogation of the President before transferring him to the Seoul Detention Center in Uiwang, Gyeonggi Province, where he will be held.

"January 15: A Message to the People
Fellow citizens, how have you been?
First, I want to express my heartfelt gratitude for your unwavering support and encouragement.
Regrettably, the rule of law in our country has collapsed. Warrants are being issued by authorities without investigative powers, and courts lacking proper jurisdiction are approving arrest and search warrants. Furthermore, investigative agencies are issuing falsified official documents to mislead the public, enforcing procedures based on invalid warrants.
Although I face these personal setbacks, I hope that no one else will ever have to endure such injustices in the future. Today, I witnessed the intrusion of the security zone using firefighting equipment, and to prevent any unnecessary and tragic violence, I have chosen to comply with this illegal investigation.
However, let me be clear: this compliance does not equate to acknowledging the validity of the CIO’s investigation. As the President of South Korea, I remain committed to protecting the Constitution and the rule of law. My decision is driven solely by the desire to prevent bloodshed.
To all citizens, especially the youth who have reignited an appreciation for the values of democracy, I draw hope from your passion and dedication. Though these are dark times, I believe in a brighter future for our nation.
